[Stupendous Man]

Allows staff to flag interesting posts as "Post of the Week" and display it at the top of the forum index.

- Adds option to moderator dropdown list (post-level) inside a topic to mark or unmark a post
- Adds setting to display post at global level (shows the same post in every forum) or at forum level (shows flagged post for the current forum)
- Allows Administrators to display more than one post at the top of the forum
- Allows Administrators to choose between Full and Outline mode (useful for more than one post)
- Adds setting to determine which user groups have permission to mark posts
- Allows Administrators to display posts on board index

Would it take much extra work on the programming side?  Or would it cost the site more?  It looks like a cool feature.
